Becoming a man who strives for order was an elaborate excuse at emotional freedom. The Mizukage outwardly often appears quite aloof and serious. In person the man is much more dry and depressed, and his voice often hums through with a dreary tone. He usually goes through periods of extreme insatiable hunger driving him into deep depression or a psychotic break. Plagued by numerous issues it's impressive Matsuri manages. Often questioning what drives himself to continue, yet he is obviously consumed by his own whims. Despite being somewhat of a loner Matsuri thoroughly enjoys the time his personal guard spends around him. Although it's their job the Mizukage hold solace with his confidants. While Matsuri's relationship with V is quite serious he still holds them each close; moreover, the man sees them as skilled youth who deserve a chance at true power.

Keeping his style sleek and simple is a must for Matsuri. He would prefer to appear ready for any formal meeting at anytime. Matsuri is relatively tall standing at roughly 6'2; moreover, accompanying this is a lean and fit body. He can almost always be seen in a completely white two piece suit for which a black turtle neck sits under. His hands are adorned with red leather gloves, while on his feet sit black leather made shoes. With a face mostly covered there is notably a single black eye and white slicked back hair. The mask that sits upon Matsuri's face is a jet black eye patch mask for which his right eye is covered, and this leads to the lower half of his face being covered by more jet black. Yet the mask's lower face half has noticeable teeth with a zipper splitting them horizontally.

This jutsu lets the user quickly switch places with another nearby object, such as a plant (normally a section of a log), an animal, or even another person within reach the moment an attack hits. Similar to the Bunshin no Jutsu , this jutsu creates clones of the user. But unlike the Clone Technique, these clones are actual copies, not illusions. The user's chakra is evenly distributed among every clone, giving each clone an equal fraction of the user's overall power. The clones are capable of performing jutsu on their own and can even bleed, but will usually disperse after one or two solid blows. They can also disperse on their own. The clones will be created in roughly the same condition as the original.
Unlike other clone techniques, they can't be detected by the Byakugan because the clones have the exact same amount of chakra and aren't made from any other substance, making them indistinguishable from the actual person.

This jutsu channels a large amount of lightning chakra to the user's hand. The amount of chakra is so great that it becomes visible. The high concentration of electricity produces a sound reminiscent of many birds chirping, hence the name. Once the technique is completed, the user charges forward and thrusts the Chidori into the target. This produces heavy amounts of damage that is usually fatal. This technique is classified as an assassination technique because of the speed at which it is performed, despite the loud noise it produces, This jutsu has a major drawback, however. The speed at which the attack must be done, combined with the fact that the user must run in a straight line, causes a tunnel vision-like effect for the user. This allows the enemy to easily counter the attack, making it a potentially lethal move for the user.

When using this attack on a great number of enemies at once, it can effectively double as an instant defense. The body of the person touched by the Chidori will misinterpret the Lightning nature as "electrical signals from the nerves," making its muscles contract. This causes the body to involuntarily go stiff, while at the same time receives damage. This will also neutralize other lightning jutsu so long as they are not more powerful.This attack can also be run through the ground for a greater range than just personal contact.

The original Chidori gained its power by shaping it into a form sufficient for an electrical discharge and using it together with the user's own "thrust". This technique uses Shape Transformation to form the original Chidori into a spear-shape, adapting it for mid-range attacks with a maximum range of 10 meters. Although it's less powerful than the Chidori, it's increased range means there is less of a risk to the user. It also has the advantage of being able to be used for surprise attacks and capturing. When the enemy's body is pierced the user alter the spear's shape into multiple additional blades increasing the number of wounds. The blade can also be swung in order to cut things as well as cause fatal injuries.

It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan-user will see the mist colored by their opponent's chakra, which will effectively hide the user from the Doujutsu.

Like other clone techniques, if the water clones are injured enough they will revert back to normal water.

This jutsu can't be performed without a sufficiently large body of water to supply the water for it. Despite the fact that the prison is made up entirely out of water, it is stronger than steel. Once trapped the target is unable to move while within it due to the heaviness of the water. Even so, the target is still able to speak.

The wall's strength and resistance change following the quantity of chakra poured down into the water, so a skillful shinobi will be able to build a sturdy one. Furthermore, because the field of vision is maintained even while defending one can easily go on to the next move, which is a great advantage. The wall can also be formed from a pre-existing water source.

This jutsu is spread out like feathers and is released from the shoulder area, it specializes in high speed attacks, most of the users seeming to have hugely enhanced speed (+2 Speed). The jutsu is lightweight and can be used to deliver high-speed attacks against an adversary, the primary method of attack is crystallising their wings to deliver a high speed torrent of spike like projectiles, however whilst crystallised they are much stiffer and can't be used for short range combat . While the jutsu is suited both for short-distance and long-distance attacks, although short-range is considered their weakness. User of this jutus are shown to be able to shape them into sharp blades, reminiscent of a katana, to aid in close quarters.

Massive bladed appendages burst from the highly armored upper shoulder's of Matsuri's body. Rook will cover all of the Mizukage's upper body in a tough kagune made armor. Rook will also decidedly elongate Matsuri's arms with kagune forming either clawed hands or puncturing spikes. Rook becomes a destructive force of power and speed increasing Matsuri's stats by [5 force and 5 speed].Holding the psych of Matsuri hostage momentarily allows Rook to project himself. Unlike normal Chidori Ranton Chidori does not produce a high volume chirping sound; furthermore, Ranton Chidori is much more flexible and allows for erratic movement as long as the user's control meets at least a six. Since Ranton Chidori is the gathering of liquid-lightning chakra it is highly powerful even deadly enough to cause the target to burst into a puddle of liquid lightning. Umeno Matsuri has been noted turning ninja twice his size into a puddles of goop.

From a young age Matsuri's life was disturbed and chaotic. Not knowing his mother, Matsuri grew up along his father and various other families of his same nature. The group had become a band of murderous travelers killing any human they came across. Then the food would be separated between an odd thirteen or so. The boy's father instilled a very intense "us or them" ideology within Matsuri, and very early on he felt as if he had to survive by killing. He frequently had a tanto in his hand searching for local game. For the first few years of his life he lived at the foot of a water fall. Their location often being shrouded by mist easily allowed for a hidden refuge. A few miles away from the fall was a popular trade root, and Matsuri's extended family found this to be a proper food supply.
The older Matsuri grew the more his father spoke of taking the life of his own food and how invigorating it would be. Months later Matsuri would hunt down a group of six young girls, yet with quite the appetite he would gluttonously eat five of the six. Dragging the oldest's lifeless corpse back to father granted him great praise. Barely old enough to be in a ninja academy Matsuri was exposed to twisted behavior. Later that night his father would proceed to boast about his son presenting the skull to those who denied it. Before breaking into his preteens the group Matsuri belonged to would experience harsh pursuit within the western parts of the water country. Over the period of months they were forced to defend themselves, yet the family soon decided on moving. Heading south they sought new territory to claim...
The southern parts of the water country were much more quiet and sunny. The family found shelter among massive tall grass fields that sat parallel to a vast beach. Creating small wood-made huts Matsuri's protectors had found a new home. Reaching his early teens here Matsuri became seen as a man. His father taking much pride in Matsuri's ability to procure food for the group. Yet it was also in this period of time that the boy's father became obsessive, often rambling to Matsuri about "true strength". Teenage Matsuri shrugged this off and focused on surviving for himself and others. Although the family had attempted to remain off the radar they couldn't deceive local leaders. During the night local militia had ransacked the group chasing them down to the rocky beaches. Matsuri's family began to dwindle in power as they made their last attempt to hold out on the beach. The militia cleaned through his relatives with ease only to remain chasing them along the beach. As a last stitch effort his extended family sought asylum in a seemingly small cave. Making their way inside revealed what seemed to be an extensive cave network, yet instead of continuing to chase the gang locals chose entrapment. With the collaboration of multiple doton users the locals had closed off the cave entrance.
Over the next period of days the family would make many attempts at escape. The first few days were spent trying to unblock the entrance, but to no avail they failed each and every time. Splitting off into smaller groups they searched the cave network. Sadly Matsuri and his compatriots would always find themselves back at the blocked entrance. This madness continued for weeks as they all began starving. It was at this point that Matsuri's father had become unhinged, and deep within the cave he spouted off about cannibalism. He would then close in on teenage Matsuri holding him tight. His father's gout face would whisper towards him, yet his speech was too erratic to understand. As they made it back to the blocked entrance the environment felt off. No one was talking and they all sat with their eyes closed. Matsuri stood around with his eyes searching the room. His body ached with pain and he felt sleep was his only choice. Coming to a point of starvation the young man wasn't sure if he'd wake. Drifting away Matsuri shook painfully. Hours passed and he fell into deep sleep, but he and a few others would wake to hear a splintering scream. Quickly sitting up Matsuri burst off without question and within moments he came upon a grim scene. Not even forty feet within the cave was his father hunched over a young girl. He had ravenously cannibalized her and quickly stood up facing Matsuri. Cackling in the face of his son Matsuri stood shocked. Backing up a few feet he was quickly lifted off the ground. His father's hand gripped Matsuri's neck tight, and as he was struggling for a breath he kicked wildly. In an attempt to fight back large rinkaku kagune burst from his lower back. They waved about causing his father to release him, yet he was starved and weak. His kagune crumbled and he stood in front of his father defenseless. Mere seconds passed and Matsuri's father was charging at him with intent to kill and devour. The man's large spear like kagune covered arm drove right into Matsuri's side. Luckily the teen's hand was free to attack, and he immediately drove his tanto into his father's skull.
There was a distinct break in Matsuri's person. In this moment he completely consumed his own father and proceeded to eat the rest of his previous meal. Cannibalizing his own reinvigorated him but also twisted him deeply. He craved his own kind and waddled back to the others. They all bombarded him with questions but he provided no answers. Matsuri would spend the next hour killing and maiming the rest of his extended family. Feasting alone he made sure to leave no remainders. He wanted to do his original life respect by leaving no traces. Despite assuming his life was pretty much over the high velocity of cannibalism forced Matsuri to survive. As his first partial kakuja formed he lost control, and Rook soon broke his way through the collapsed rock. After a month of being locked in a mind destroying labyrinth Matsuri was free.
These next few years were spent sad and alone due to originally regretting his decisions. Matsuri who was plagued by his own issues sought a new life. He would soon find himself within the bounds of Hyoudengakure. This village was a place of mere stories but the way it presented itself was quite marvelous. Gang activity ran rampant and the first Mizukage led with a laissez-faire approach. The young man would soon make a name for himself as he brutally fended off many other gangs. Searching for his own crew would lead Matsuri to pillaging through parts of the city. Targetting gang leaders specifically Matsuri would assert himself over others through power. For the most part if he could murder a gang's leader they would either continue to follow by sheer fear or admiration. Throughout his early twenties Matsuri would create his own group of capable ninja. They began taking hold of small parts of Hyoudengakure until Matsuri focused his eyes upon bigger goals. With his ambition set on the Mizukage Matsuri began to search for power. Gaining more support and followers he would soon lead siege on the Kage. Breaking into the Mizukage's personal tower Matsuri and his gang would easily slaughter his guard. Yet the man refused to let anyone provide aid in the assassination of the first Mizukage. Matsuri took to this alone, fighting the Mizukage along the sides of his own Kage tower. Quite the joke the first Mizukage was though, he was surprisingly made short work of. Devouring his body and those that protected him Matsuri had an important decision before him. He could become the Mizukage or continue ensuing chaos within the village. Deciding to settle down at the age of twenty-five Matsuri became the Mizukage. He would soon seek order within his village stamping out any rival gangs. Furthermore he began creating his own guard in search of ultimate power. Criminals within Hyoudengakure would come to fear V a great deal due to their obligations to keep peace. Rival gangs recognized the strength it required to be placed on V.
On his own time Matsuri would seek out legendary weapons found within the Land of the Water and each one he came across would be reserved for V members. It took him roughly a year but he would procure seven powerful weapons. Three of these weapons went to specially skilled shinobi that guard the Mizukage. The three members of his guard are suited with dangerous tools. The Mizukage himself carries one of these powerful tools. Despite his village being chaotic at times Matsuri keeps relative order attempting to look presentable. He wonders whether or not other villages will want to associate with a sad sack of shit leading a tumultuous village.
