Raijin is a mostly stern and serious guy who tends to be abrasive or confrontational. If there's a problem he doesn't shy away from it, instead he takes it head on bluntly. He takes challenges very seriously and, for the most part, will try his hardest unless his opponent is outmatched to an excessive amount, he would only hold back on someone if he was trying to disrespect them. He is an intelligent person, being well-versed in mathematics, war tactics, martial arts, philosophy, political science, fuuinjutsu and poetry. He greatly disagrees with the prevalent anti-shinobi mindset in Ryugakure, and has been working against this for years, believing that combining shinobi and samurai ways of life into the culture is the only way to strengthen Ryugakure quickly. Because of this, he disapproves greatly of the first Raikage and sees his rule as an excessively oppressive one. Raijin is politically and economically left wing, mainly communist. Additionally, it is hard to get this many angry because he is quite stern and stoic, however when someone finally pushes him to his limits they regret it without fail.

Raijin is an exceptionally large man, standing at 6'7" and weighing 380 lbs. of pure muscle. He's very physically fit, and has dark skin with golden blonde hair and dark black eyes. He wears his hair in dreads which he sometimes wears up but he mostly wears down, and his eyes are very dark when inactive due to the properties of the Sharingan. He has dark seal markings spreading from his right shoulder to the majority of his upper body, which is the Fuu no Raijin. He can be seen wearing a sleeveless combat outfit, samurai gear, or a kimono.

The Sharingan (写輪眼; Literally meaning "Copy Wheel Eye") is a Doujutsu Kekkei Genkai, which appears in the descendants of the Uchiha clan. The Sharingan is not automatically activated in the user by birth. It is only first unlocked under some stressful or emotional condition after which the Sharingan may be used freely. When the Sharingan is first activated by a user, it has a different number of tomoe (巴) around the central pupil, varying between users. The wielder of the Sharingan, through continued use and training, evolves it further which involves gaining more tomoe, up to a maximum of three per eye. As the Sharingan evolves, the user gains heightened abilities.

This is a seal only given to the Raikage of Ryugakure, and is given at the inauguration of the said Raikage. The seal and the tradition were started by Raikage Raijin Hakujin. The seal itself is very large and comes as inscriptions over a large portion of the Raikage's skin, that glows when active. When activated by the user, the seal releases a rush of lightning release chakra into their nervous system, honing their skills. The seal itself takes a long and painful process of inscribing physical markings through the usage of lightning chakra in a specific pattern that only elders of Ryugakure will know how to put in place. Once activated, the seal itself grants the user +6 accuracy and +5 speed, a field of electricity around themselves, and causes their hair to stand up. This seal requires the user to be the Raikage of Ryugakure and have the Raiton chakra nature. The seal itself tears away at the user's body, making it difficult to continue using for extended amounts of time.

This technique creates intangible copies of the user. The clones are simply illusions and will dissipate when they come into contact with something. The illusions can be seen through by the Byakugan and the Sharingan. A person with normal eyes can also distinguish the clones from the original, since the clones will not disrupt the area around themselves with their movement (won't kick up dust, crush grass, etc.).

This jutsu channels a large amount of lightning chakra to the user's hand. The amount of chakra is so great that it becomes visible. The high concentration of electricity produces a sound reminiscent of many birds chirping, hence the name. Once the technique is completed, the user charges forward and thrusts the Chidori into the target. This produces heavy amounts of damage that is usually fatal. This technique is classified as an assassination technique because of the speed at which it is performed, despite the loud noise it produces, This jutsu has a major drawback, however. The speed at which the attack must be done, combined with the fact that the user must run in a straight line, causes a tunnel vision-like effect for the user. This allows the enemy to easily counter the attack, making it a potentially lethal move for the user.

This move by itself is harmless, but it is usable as a stepping stone for a great many powerful jutsu.

These pillars form at an average rate; not excessively slow, but not fast by any means. This can be used on a large target and, if the target does not escape the electricity and it's immobilizing and damaging affects, they will be sealed onto the user's palm.

These lightning threads are extremely sharp and will tear through almost anything, although they do not make very deep cuts, they do make a great deal of small cuts in insane speeds that cause even those with heightened reaction speeds to have their hands full.

A more powerful version of Lightning Release: Four Pillar Bind, the user creates sixteen giant pillars, which then form a giant oven-like structure to trap the target. Once they surround the target, they will produce lightning release energy, electrocuting the target effectively damaging and working towards immobilizing them. If the target does not break out of the structure, then they will be electrocuted until they are subdued, and once they are they will be sealed onto the user's palm. These pillars are very slow forming.

This jutsu is an aerial version of Raijin no Rittai. The user must somehow get the target into the air, then, once they are vulnerable, the user moves quickly behind them and grabs their body tight. They then release a great deal of lightning release chakra into their body, severely damaging them and paralyzing them. They then plummet towards the ground, electrocuting the target and spinning to disorient them even further, and right before they both hit the ground the user kicks off the target, resulting in the target crashing head first into the ground alone.

What it lacks in scale, it makes up for through it's unique ability to increase the user's reaction speed to an incredible amount. It requires the user to stand completely still for it to work at it's highest potential, moving will greatly reduce it's effects however it will not nullify it by any means, the user's reaction speed will be increased significantly.

The user preforms the necessary hand seals, which gives them the ability to fly and shoot bolts of lightning release energy into targets from afar. The lightning release energy will surge through targets, damaging them greatly and restricting their movement. The longer they are shot full of these attacks, the less they will be able to move and the more devastating damage they will sustain. The user is also able to fly due to projecting lightning release energy beneath themselves, resulting in their levitation and ability to manipulate themselves in the air.

As far as Raijin knows, he was raised in an orphanage, and then drafted into a military division at age 6. At this young age, he had already seen terrible hardships, although he couldn't remember any of it, he was constantly depressed and not sociable at all. However, once members of Rakurai came to the orphanage that he was living at, he jumped on the opportunity. He was inspired to become something more than an orphan.
Due to Raijin's lack of memory, because he lost everything at such a young age, he was unaware of his powerfully mixed lineage. He was the child of two powerful shinobi from different villages, those being Ryugakure and Tenkaigakure. However, as he was trained at the orphanage, it was obvious that he was a protege. He had unlocked his Sharingan when he was a very young child, however he had never used it until he was put into a combat scenario.
Because of his lineage and natural skill, he quickly gained attention in his organization. This was because he wasn't simply a mindless combatant, he studied outside of fighting, and was quickly not only the most skilled but the brightest of all the Denka in the Rakurai no Ryugakure at his time. It wasn't long until Raijin put his hand, coated in lightning release chakra, through the heart of the Shuurai who was training him. He had noticed the man slowing down during their training, whilst Raijin wasn't even winded in any sense, so he killed him.
After this, Raijin quickly rose the rank to Tenka from Shuurai, as the leader of his organization and the other members were no match for him. He conquered this group after doing 3 missions together. Each one he did almost single handedly as his group was notoriously weak in his mind, as he thinks back on it. However, he was stuck in this position for many years, leading his weak group and whipping them into shape or having them replaced by an up-and-coming Denka.
Between the time Raijin because the Denkou, there were many, many attempts on his life from his subordinates. However, Raijin obviously cut each one down, because he was always the one left standing. Eventually, Raijin would notice that he was stronger than the current Denkou, much stronger, in fact he was stronger than both the Denkou and Raikou combined. His Sharingan had become completely developed without him even noticing, and his unrelenting training and honing of his mind left an intense gap of power between him and his so called superiors. So, he closed the gap by opening both of chests up with his bare hands, as he challenged them simultaneously as a show of power. After this, a new Denkou was appointed, Raijin was obviously the new Raikou, and attempts on his life stopped for a long time. Obviously, they returned, and still occur to this day, such is the way of the Rakurai.
After becoming the Raikou of the Rakurai, there was only one superior role in his mind. The role of Raikage. However, that was a political role held by the monarchy of Ryugakure, the Tadayoshi Clan. Although, Raijin decided to study politics anyway, and he soon found that he did not agree with the political climate of Ryugakure at all. There was no such thing as given power, power was earned and worked for. Those who preached about honor and yet had none were hypocrites and had no legitimate claim to authority. This has caused Raijin to develop a great dislike towards the Tadayoshi family.
