Raijin had marched to Tenkaigakure with a small platoon of elite soldiers of his, on his quest to invite the known leaders of each hidden village to a formal meeting amongst grand souls. A Kage Summit of sorts. However, knowing how intimidating such a display of force could be misinterpreted as, he approached the gates simply by himself. Though, this didn't entirely dismiss suspicious and nervousness amongst the group of 8 or so armed guards that huttled to the entrance and encounter the massive man. He towered over the guard shinobi, not to mention his bulk was 4 times theirs, and his voice boomed as he spoke. "I am Raijin. I am the Raikage of Arashigakure, on behalf of Arashiryugakure and my ally Todoyoshi Kozuki I request entrance into your village and council with your notorious Hokage. My warriors would also appreciate rest and provisions as our travel here was taxing and we are not accustomed to your environment, as of yet." He crossed his arms and awaited a response from the guards.

The startled guard mumbled their replies as they let the Raikage and his small group through their gates, on the way to the home of the Hokage.

Tenkei was in her office as per usual running the village. Calling across her radio she heard a couple voices saying the same thing, "The Raikage is coming!" Bolting upright she turns around to look out the giant window behind her, Interesting, what could this be about, she thought to herself as she saw a towering man with the headband of Arashiryugakure, not knowing of the symbol or name just recognizing the ninja headband, his group with him in middle headed swiftly towards her building. She sits back down staring at the door awaiting her guests. "Let them in immediately.", Tenkei says into her radio, kicking her legs up onto her desk.

Raijin and his platoon approached the Hokage's office, as they marched the streets of Tenkaigakure he analyzed the expressions of the residents of this village. Mostly fear, which was to be expected, but there were also faces contorted from anger, which was also to be expected. Maybe advance letters would have been helpful, he thought to himself as he approached the front doors and they were opened for hi upon arrival. "Wait here," he spoke to his soldiers as he left them on the streets, "be social. Be conscientious. Cut off sticky fingers." He traveled up a set of well-crafted and designed stairs, ascending to the office of the infamous Hokage. As the servants escorted Raijin to the grand doors of Tenkei's office, they opened them and the two grand souls met face-to-face finally. "I am Raijin Hakujin."

Tenkei heard the knock then the door open as the huge Raikage entered her office. She said "Hello, I am Tenkei Naien, Hokage of Tenkaigakure." Hopping up from her propped up position she approaches the Raikage with a smile pokes him in the arm with no malic intent and extends a hand out for handshake while saying, "You're quite large, what brings you here? I don't recogonize that headband, yet they say you are the Raikage." She eyes Raijin up and down, waiting for his handshake and reply. I hope he isn't too serious and thinks I'm disrespectful. Tenkei thought to herself as she beamed at the giant man in front of her.

As the servants pushed open the massive ornate doors, Raijin was greated by an unfamiliar yet enthusiastically friendly face, hm...? he thought to himself inquisitively. Raijin was not a man accustomed to fear, but he was a man rife with caution, so as the small woman went to poke his arm red flags were going off in his head. He contained himself, worst case scenario was she performs a very odd and inefficient attack on his forearm and Raijin and his army raze the village. His caution was put at ease as she simply poked the man and jsted about his size. He responded, "this is the headband of my people and my village, Arashiryugakure. I, and my fellow kage Todoyoshi Kozuke lead Arashiryugakure in the lands North East of your village and your country." He shook the womans hand as he spoke. "I am here with an invitation. There is an immense lack of knowledge and communication amongst the villages and world leaders. We propose a meeting of sorts, and we are dubbing it

!!!!THE GREAT KAGE SUMMIT!!!!"

Raijin's voice boomed like thunder.

Hearing of the proposal that Raijin gave forth, Tenkei put her hand on her chin to think for a moment. After a second of thought she bursts out, That sounds great, I'd love to learn about the other villages, when and where can this be held. She smiled widely at the large man. I know your travels have been long to get here my men will take you to the nearest hotel that we have here in Tenkaigakure. If there is anything in particular you need ask my men and they will surely take care of you. She bows to the man before sitting back down to hear and write down the details of the summit.

Raijin waited and listened as the Hokage spoke, until it was his turn in the conversation. Taking a seat, finally, he began to continue "Me and Todoyoshi intend to build an entire location fitting for a grand event of this size! We also intend to have specific layouts for how this will go down: There will be 1 kage present, 1 right hand/advisor present, and 1-3 body guard(s) present at this conference. Additionally, there will be either NO weapons present on any of us OTHER THAN on the present body guard(s) and those must be pre-registered. This strenuousness must be upkept as to assure everyone's safety, combat between all the kage, I imagine, could be catastrophic."

The two leaders continued to speak a bit about each other's culture, careful not to spill any secrest though, as they were both not stupid. How could you be in their line of work? Following this, Raijin eventually left to take up residence in a local inn along with the rest of his soldiers, until the following day when they took their departure until they would eventually send word of the exact date of this Kage Summit.
