Ryo is the old ruler of Arashiryugakure. After Kozuke arranged for his downfall and destroyed his tyranny Kozuke Tadayoshi spared him. He took his fall from grace personally and wanders the lands striking fear into the hearts of anyone who opposes him. He believes that people were put on earth to be controlled and that he, a leader, is meant to control them. He compares most humans to disgusting hogs consuming mindlessly, therefore, feels no guilt in killing them. Given his current state, alone and wandering the path of a rogue, he seeks allies to assist him in his revenge. He sees his failure as a leader as a direct insult from humanity therefore desires world domination.

Ryo appears youthful and fresh. He keeps his medium length hair slicked behind his ears and out of the way. He wears practical warrior plates from Arashiryugakure under his old Kage sir-coat. That's his intention, as before he held his appearance much to the traditions of the village and now wishes to conceal his history.

This jutsu lets the user quickly switch places with another nearby object, such as a plant (normally a section of a log), an animal, or even another person within reach the moment an attack hits. This creates an optical illusion, making the enemy think the attack was successful. The user can then use this confusion to escape or launch a counter-attack. Exploding tags can be attached to the replacement for an added surprise. Basically, all ninja know this technique.

The transformation would be dispelled when the user is injured or hit.

The user spews a stream of Chakra-altered gun-powdered ash from its mouth, which surrounds the region. As the gunpowder is composed entirely of ash, it stays in the air around the victim like a cloud. After surrounding the enemy with the ash, the user can ignite it with a flint placed on their teeth beforehand to create a spark, resulting in a violent explosion. However, this technique requires keen senses to read the air currents, the insight to read the movements of the enemy, the tactical experience to not also enfold one's allies in the flames, and careful attention for the timing of the ignition.

This flame can completely cut off the front escape route of an enemy cornered in a hallway or room, or it can thoroughly burn each respective escape route.

Anyone caught in the technique could potentially be reduced to ashes.

While some may see it as "Superhuman Strength", this technique is actually an application of medical ninjutsu, that demands the ability to concentrate and minute chakra control. An immense amount of chakra is kneaded inside the body, and a moment later all of it it is gathered into the fist. That chakra is then released into the target, which does a great amount of damage. With the damage done dependent on the amount of chakra used, it is also possible for a skilled shinobi to amass it in their fingertip. When the ground is hit it is pulverized into minute pieces by the excess shock, which are then scattered like flower petals, giving rise to the name "Cherry Blossom Impact".

Using Chakra Flow, this technique requires a bladed weapon; by feeding chakra into the weapon, the ninja will increase the length and density of his blade to strike an enemy from several feet out of the physical blade's range. This is accomplished by creating an invisible extension of chakra that shapes into an edge that functions like the normal blade itself.
Seeing the blade, the opponent may misjudge how far they need to move to avoid an incoming strike and thereby still be cut even if they manage to avoid the metal portion of the blade. The chakra-enhanced blades are strong and sharp enough to strike through solid rock or cut through iron. This technique works best with elemental chakra, especially with wind chakra for offensive cutting power.

This genjutsu only works while being attacked by an opponent with something deadly. The genjutsu uses the last attack and creates an image where the user fails to finish creating a jutsu in time making the attack look like a success and completely killing the user. The whole illusion is made to lure the opponent into a false sense of security for a sneak attack, or to make a hasty retreat if necessary.

Ryo grew up during a rather grassroots era of Ryugakure. Still a militaristic nation and whatnot, Ryo was surrounded by civil war and discourse. His mother was never around, she likely died due to the subsequent wars, but Ryo's father didn't discuss the past very often. Ryo's father was a samurai. Like many children who grow up in Ryugakure Ryo was expected to become a soldier and uphold the honor of his family's name... or bring them some if they didn't have any. On the edges of the town, around what would now be called Arashigakure, Ryo and his father were poor sell-swords who would join watchmen and man-hunters on jobs. Ryo was only a boy and he brandished a sword like a man, his father was skilled, and trained Ryo personally in his own styles.
Years of swordsmanship went by, Ryo grew tired of breaking his back with a blade, and begged his father to admit him to the ninja academy up in Ryugakure. His father was stubborn and wouldn't allow it. That's when he met Kozuke Tadayoshi a slightly older peer who trained at the ninja academy. Kozuke was of high birth, his eyes were glossy and white and he wielded the spirits of his ancestors with pride. Ryo was also trained to use the ancestral spirit weapons, but he manifested much weaker as a child and he often envied Kozuke. Their rivalry began when Ryo challenged him to a duel and lost.
As Ryo grew older his father did too. His father, an already older man, started to lose his life. His age got the better of him, and he died in his bed. Ryo was excited and chanted happily as he watches his father lose his strength. As his father died, he was free to join the ninja academy and so he did. His training was vigorous, nothing like he expected it to be, and eventually he called himself a ninja who was on par with his rival Kozuke. As adults, their rivalry increased as Kozuke represented an ideal that Ryo despised, as it was an idea that didn't include him. Ryo was recognized by the leaders at the time for being exceptional, a phoenix rising from the ashes and he was appointed with the position of Raikage.
It wasn't long before Ryo began to abuse his power. He changed rules, disrupted the order, and effectively created a barony. He abused the blood-lust of the soldiers for years to send them on dangerous yet high paying missions resulting in immeasurable bloodshed. As the story goes, Kozuke posed his coup and marched on the palace. Inside Kozuke and Ryo had their final duel. Kozuke defeated him and exiled him.
